Daripada Abu Hurairah r.a. bahawa Rasullullah S.A.W. telah bersabda“Apabila mati anak Adam akan terhentilah amalannya kecuali tiga perkara: sedekah jariah atau ilmu yang dimanfaatkannya atau anak yang soleh yang mendoakannya.”
“Bandingan (perbelanjaan derma) orang-orang yang membelanjakan hartanya pada jalan Allah, ialah seperti sebiji benih yang tumbuh dan menerbitkan tujuh tangkai; tiap-tiap tangkai itu pula mengandungi seratus biji. Dan (ingatlah) Allah akan melipat gandakan pahala bagi sesiapa yang dikehendakinya dan Allah amat luas (rahmat) kurnia-nya lagi meliputi ilmu pengetahuan-nya.” (Surah al-Baqarah: ayat 261)
Being among the pioneering higher institutions that integrate Naqli and Aqli knowledge, USIM believes in the concept of Waqf as a sustainable funding for the University. The Centre of Waqf Financing Development of USIM (PPPW) has established several initiatives to drive Waqf as the main agenda of the university. This includes the development of the USIM Cash Waqf programme, Site Waqf programme and education Waqf Programme. In July 2013, USIM was appointed as the Mutawalli by the state religious council, MAINS, whereby the university has been entrusted to manage and develop the endowment fund and distribute the benefits to target groups as entrusted by the wakif (persons to endow).
Wakaf Tunai (Wakaf Al-Abrar Fund), a USIM endeavour to be the trail blazer and the stimulus of endowment development financing is founded based on two significances. The first significance refers to recognizing the big potential to which endowment mechanism can contribute for the development of ummah’s socio economics. USIM is the only public university employing the integration of Naqli and Aqli knowledge in its academic programs, encouraging individuals to be a step ahead within the community by contributing their parts towards the development of mosques, hospitals, specialist clinics, student accommodations, Islamic kindergartens, playgrounds and many other aspects, all for the benefits of current and future generations. Application for endowment contributions from Wakaf Organizations and other Corporate Organizations is also currently under its way. The seconds ignificanceis forecast for the government’s call for public universities’ participation in the field of endowment financing or request for monetary funding from the government.
Wakaf Tapak is the second collaborative effort with MAINS, whereby three double-storey shop lots numbered 193, 194, and 195 are operated to improve access to health services among asnaf groups (the current USIM Health Specialist Clinic is a rental property of Putra Nilai Developments). Initially began as Negeri Sembilan – USIM Eye Specialist Mobile Clinic, the USIM Health Specialist Clinic (MAINS collaborated) has been in operation since April 2015. As a way to facilitate the asnaf groups, a specialist and haemodialysis treatment(for patients diagnosed with end-stage-renal disease) is proposed through the setting up of USIM-MAINS Haemodialysis Centre to ensure treatments are regularly administered. In addition, the service includes outpatient treatments from certified medical experts. Such determination by the Government of Negeri Sembilan, MAINS, and USIM in the development of health service, it would be an advantage if all three double-storey shop lots numbered 193, 194, and 195 (the current USIM Health Specialist Clinic is a rental property of Putra Nilai Developments) are purchased so as to lessen rental cost and to ensure the sustenance of endowment assets.
This variation of wakaf or endowment concept has been expanded to an education funding scheme, contributed by external agencies or private individuals for the benefits of USIM undergraduates whom at disadvantaged. Such concept has caught public interest, prompting them to assist any USIM undergraduates identified as underprivileged. The main focus of the funding is for USIM to distribute and share the benefits for collective use. The scholarships are allocated for study fees, allowances, and other relevant financial assistance.
