SEPANG, 31 Januari 2023 – Universiti Sains Islam Malaysia (USIM) and the Department of Syariah Judiciary Malaysia (JKSM) recently celebrated 99 participants of the Sulh-Mediation Skills Certificate in a ceremony held at the Movenpick Hotel & Convention Centre, KLIA. This Sulh-Mediation professional certification is the first in Malaysia, developed with expertise, skills and experience from academia and Shariah justice institutions. It is a pioneer in developing competence in Alternative Dispute Resolution (ADR), especially in Islamic family conflicts in Malaysia.

This course requires participants to attend the class for five (5) days, equivalent to 40 hours and pass the assessment according to the standards that have been set. Participants who meet all the requirements are eligible to be commissioned as a Sole Mediators. This certification was launched during the Inauguration of the Malaysian Shariah Officials Conference in 2022.

The strategic cooperation between USIM and JKSM has been established for a long time, and various programs have been jointly organized, such as the National Syariah Mut Competition, research and teaching in the judiciary and Syariah law, as well as publications in this field. In addition, the placement of USIM academicians as visiting fellows and lecturers at JKSM provides opportunities for both institutions to exchange expertise and views on strengthening Syariah law in Malaysia and developing a prosperous and respectful civil society.


The certificate presentation and launch of Sulh Squad were officiated by the Honorable Senator Dato’ Setia Dr. Haji Mohd Na’im bin Haji Mokhtar, Minister in the Prime Minister’s Department (Religious Affairs). The Sulh Squad is an advocacy initiative of JKSM to spread Sulh literacy to the community by designing, planning, and implementing community programs in collaboration with Higher Education Institutions. Sulh’s literacy and advocacy approach aligns with the government’s aspirations in forming a civil society that includes sustainability, well-being, creativity, respect, confidence, and courtesy in building the future. Congratulations to USIM for being the first HEI in Malaysia to welcome this initiative.

Sulh-Mediation emphasizes the skills of mediation and reconciliation, which are encouraged in Islam. Empowerment, processes, goals, and methods of direct resolution not only raise the wisdom of conflict resolution based on knowledge (knowledge-based resolution) and tolerance but can actually avoid conflict (conflict avoidance) in the community in a larger framework that is very meaningful for the society. In fact, the Syariah Court in Malaysia is long advanced with applying alternative dispute resolution (ADR) methods such as sulh council, tahkim council, conciliation committee and so on. The practice of amicable dispute resolution as an alternative to litigation in court must be strengthened to form a more harmonious and prosperous society.

This program has the potential to be developed into a higher-ranked professional certification because of its uniqueness, which emphasizes the aspect of dispute resolution based on the integration approach of Naqli and Aqli knowledge. It is also in line with the direction of the government in building a prosperous civil society and with its courtesy in building the future.

With the commitment and synergy of both the USIM and JKSM, this certification program has received the attention of other government agencies and industries, such as the Armed Forces Religious Corps (KAGAT), the Religious and Counseling Division (BAKA) of the Royal Malaysia Police (PDRM), the Marriage and Divorce Division of the State Islamic Religious Councils (MAIN), and the Turkish Embassy, which conducted a study on the implementation of mediation as well as the Shariah judicial institutions of Brunei and Indonesia.
